No. The solution to fixing /v/'s problems is better and more consistent moderation and enforcement of rules. The only thing splitting up the board has ever done is split up the issue, never fixed it. At worst /v/ and its offshoots have all become containment boards for a different flavor of shitposting, but the shitposting is still there. A /vw/ and /ve/ split will only foster more shitposting if the moderation remains as horrible as it has been.

You know how when you're banned and you try to post, it just takes you to the "you are banned" page? And when the ban expires, it still takes you there but tells you the ban is now lifted?
Well what if you had ghost bans, but it showed you that you were banned for x amount of time by still taking you to the page when the ban is lifted. You'd know you were banned, and why you were banned, but you'd get the benefits of ghost banning as well.

I've suggested this before and the reply I've gotten is that 4chan's architecture makes it difficult/impossible to implement ghost bans.
I'm not sure it would work anyway. The most prolific shitposters would cotton pretty quickly/reset their IP regularly enough to avoid it.
The same goes for thread IDs. It doesn't offer much more than the unique IP count currently does and people determined to samefag can easily bypass it by reseting their router.
