Pretty playable. The inputs for special attacks have lenient timing, and supers are all cards that you select using dedicated buttons. You shouldn't have too much trouble on keyboard compared to most fighters.

First you gotta have sokuroll, it should come with the soku download. Run the exe once and it should allow you to netplay. Link SWR to soku and unlock Okuu and Suwako through storymode first too if you haven't already, that gets you all the characters.
Next you gotta forward a port, so you have to log into your router with 192.168.1.1 or whatever and open that. Probably have to make a firewall exception too if it still doesn't work.
After that go to Vs Network on the soku menu and choose Server Setup, and wait for your opponent to connect.
