Fallout 4 will have significantly more longevity than TW3 or MGSV.
MGSV has almost nothing to do once the game is done, and TW3 has som exploration but it does not even hold a candle to other Bethesda games (it's more like Ubisoft open world than a Bethesda one), so Fallout 4 will be the one that casuals put hundreds of hours into.
Putting that much time into a game makes it a more significant portion of your year, so it will be first in everyone's mind for GOTY.

I platinumed Blodborne in 2 weeks, I'm still only 74% in the witcher.
Witcher wins for me. Bloodborne was by far the easiest souls game, the dungeon system was forced filler content, and the lack of itemization was a step in the wrong direction.

From what I've seen and heard MGSV has great combat but the story is fucked even by MGS standards. Looks like a great dicking around simulator with the blow up dummies, Jehuty hand, and whatnot.
Fallout 4 will won't have cutting edge graphics, as we've already seen. But my money is on the sheer world building and gameplay variety more than making up for it. I've started playing Witcher 3 last month and it is the best game I've played this year til now, it delivers on everything you could ask for in a fantasy action game and the game is huge.
It got me hooked and I already sinked more than 100 hours into it.
And it looks really pretty on my shitbox of a PC too.
Easily one of my alltime favorite singleplayer games too.
MGSV was fun, but it just felt like a better FarCry and not like the end of the Metal Gear series.
Undertale was nice, but not the hyped masterpiece people here made it to be, dying light was also fun, but only in multiplayer and the friend factor made the game better than it actually was. Kinda like Borderlands.
Bloodborne was also fun, but it was poor, it was too small, it had a terrible design decision with the chromatic aberration and the 23 FPS in such a fast paced game.

-MGSV was the worst MGS and a forgettable game when judged on its own merits.
-I haven't played any of The Witcher games, but 3 looks like your typical WRPG.
-Fallout 4, given Bethesda's track record, will probably be mildly entertaining at worst.
Unless TW3 has REALLY good writing or brings something unique to the table that I don't know about, then Fallout 4 seems to be the clear winner out of the three.
It'll probably be Fallout 4. While The Witcher 3 was a fantastic game there was a certain element of disconnect in the way you viewed the game, it was Geralt's story after all. The choices often made in the game and the way he acts are all of Geralt's character.
I see people taking to Fallout 4 much more simply because of the fact that there will be a greater element of connection to your character. The choices you make are entirely your own.
This is what will ultimately give Fallout 4 the majority of the goty awards.

If any late games take my GOTY, it's more likely to be Xenoblade X than Fallout 4. MGSV was a pretty good game, but it had far too many massive flaws so it's not good enough.

Fallout will win because Bethesda is the AAA-devs with the best marketing budget after Rock Star. And R* hasn't released a new game this year.
