When you face him in the contest you were a kid and weak compared to him. When he joins you as a kid he is the strongest one and even later he is the best offensive character, like Rei if tiger mode with that skill to target enemies and not randomly. Garr only had like 2 skills even in the contest as far as I recall, everything else you get is from masters or learn from enemies

The worst case of this shit is when you play as a boss in an action game and can do nothing of what they can.

I can't speak for whether or not you'll enjoy it, but it's best to read the manga. The anime is long, and even if you skip most of the filler, Dragon Ball alone will take an assload of time to complete. Add Z to that and you'll be spending months watching it. The manga's still 42 volumes, but it's not nearly that long of a read compared to how long it would take to watch the anime.
