My point is that moot's whole philosophy about tertiary discussion is pretty bad in my opinion. People are coming to the video game board because they have the joint interest of video games. If people who love video games, or even in a thread about a specific video game, want to talk about something else, why is that a bad thing? The best way to improve 4chan would require a somewhat major change to the core functionality. Right now, the site is very strict about what can be posted where. Video game related? Post it in /v/. Anime related? Post it in /a/. And so on, and so forth.
The problem with this system (or how it could be improved) makes itself clear when somebody posts a thread that potentially belongs on multiple boards. If somebody makes a thread about spooky vidya, it makes sense to post that on /v/, but it's also tangentially related to /x/. The problem being, if I'm browsing /x/, especially if I'm interested in video games, I'm not being served all the relevant /x/ related content on the site. This is not an optimal way for users to interact with the site.
The solution is trickier because people have strong opinion about what is and is not "4chan". The solution being, allow threads to signify boards as a sub-category of the thread, and allow those threads to show up on those boards as well. For example, if I made a spooky vidya thread on /v/, I could signify, somewhere, that it was also /x/ related, and then if I was browsing /x/ I could see that thread.
Theoretically, it would also allow for boards to be filtered somewhat to allow for content slightly more catered to the tastes of the person browsing the board. For example, if I'm not interested in /lgbt/ I could add that to a list of boards to filter, then if I was browsing /v/, and somebody made a gaymer thread that attached /lgbt/ as a related board, that thread would be automatically hidden from me, thereby increasing the odds of seeing threads that I am interested in.
There are a lot of minor issues that people have with the site that are solved from this system, but I fear that it is too major to ever be taken seriously. Too bad.

That's how I feel, but there's a lot of red tape too. The janitors read reports from posters, and then mods read reports from janitors. By the time anything would happen, the thread is 300 posts in and 5 hours old. It's a shitty system and the people running it aren't using it effectively anyway.
