It's a crossover game that isn't just a fighting game like Dissidia, they often do shit like this. Like Tales of the World, which put you in OC or even custom character shoes and then threw in all sorts of series characters and mainstays as party members and cameos for the fans. Meanwhile only one of the TotW games actually was a sequel in any way to anything, mainly Tales of Phantasia; all the PSP games focused around original plotlines with original characters at the epicenter of it all.
Making a spinoff crossover RPG with main series protagonists could be construed as favoritism or trying to sell a specific cast / character, so why not be impartial?

This would have sold like crazy had they released it ten years ago, when Final Fantasy was at it's peak in popularity and a household name. Their decision to release it now when the fanbase of the series when most of the games with these characters in them have moved on after getting tired of SE's treatment of the the series and hinging on the success of one or two upcoming games, is a strange one to be sure.
They said the whole idea is to get younger audiences interested, which makes me wonder if SE understands how nostalgia even works.
