The end goal for Steam has always been "make money by doing nothing". Gaben talks about it pretty much every time he gives a talk to a university or company or anything really. Basically they're trying to make Steam completely self-sufficient so that Valve can just sit back and let other people make the games, other people make the mods, other people manage the market, etc. And all they need to do is take their 75% cut and go on vacation.

I dunno, it makes it sound like they're only removing it because Skyrim has had free mods for the past couple of years. Gabe had made a post saying that money could steer more people into making mods to be disputed by the fact that hundreds of mods have been made for TES without the money incentive.
Like overall it just feels like they removed it because it wasn't there originally. It just means they'll try to tack it on to something like Fallout 4 before the game launches and has free mods.
Who knows. I'm fine with being able to donate for free from the steam client
