.rpf files are strongly encrypted, and there's not a single way to access them or do anything worth a shit whatsoever (except watching their content on some of them woop da fucking doo).
Since these files contain 99.99 % of what you see in GTA V (sounds, textures, you name it) there's virtually NOTHING you, or anyone else, can do.
So yeah, enjoy that game for a couple of weeks or a month, you will ultimately get bored and there will NO new content and cool additions to come back for.

Most AAA PC games aren't moddable aside from sweetfx and post processing stuff like that. Skyrim is the exception, not the rule.
Most of the time, it's a miracle if you can replace a single texture, and even if you do, it might still cause instability. Just look at Dark Souls: the game becomes a stuttering mess when you enable TexOverride in DSfix.
That kind of sucks for GTA, because its modding community is probably the biggest right after TES, but it was to be expected. Rockstar never promoted modding in their games, far from it.
People might eventually find a workaround, but if you bought GTA V and expected it to be fully moddable because some moron at PC gamer said so, then you're fucking dumb.
