I don't think that any person decides, as part of the strategy, to make sexy characters. The type of artist and designers that work in games comes from a segment that never questions objectification. People who like sexy games and learn how to draw, draw what they want to see. Same for designers and developers.It is true that, at some point, some marketing manager who may be a bit outside of the culture had to look at the designs and perhaps pipe in, but that is only recent. At the end, game developers need to make a cost/benefit analysis: is it worth getting out our comfort zone (hire different type of artists and designers) to get an audience that cares for a new take, or do we alienate our fan base? IS there a happy medium? Etc.
When they were designing Darkstalkers, they made tons and tons of drawings of Felicia, some sexy and some less sexy. You can see how the final result was an amalgamation of what was available: mix all the sketches, leave elements in, some out, and ultimately, leave it to an artistic director who's expertise and taste hopefully aligns with the target audience.
