Because the ability to use a keyblade is related to the heart and since Xemnas has no heart, he can't use it. Ansem on the other hand is a heart personified and CAN use a keyblade. We literally see him wield one in his first fight with Sora while he's possessing Riku. Roxas can only wield a keyblade because he has Ventus's heart and Sora's body and soul.

Terranort can use a keyblade because his heart and body are intact. He uses it to become a Heartless himself.
Ansem SoD uses a keyblade when he has Riku's body, albeit made from the princesses' hearts.
Xemnas can't use a keyblade because he's a nobody. Roxas actually has a heart so he's not a nobody in the same sense as the others, who are only slowly developing them again. Since Xemnas doesn't want to have a heart he probably can't access a keyblade.

Ventus is upbeat and determined. He's a lot like Sora except that he might be a little smarter and serious. He gets fucking depressed by the end of BBS but he always does what he needs to do to protect his friends, and is at peace with that.
Roxas is actually Sora's nobody -- he just had Ventus' heart so he looked like him and immediately had the ability to feel emotions. He also has the capacity for kindness and determination but all of the Organization and Ansem's bullshit left him bitter and angry. He displays a lot more anger and fury then Sora or Ventus ever do.
They'll all be their own people.

Ventus is neither a Master or even Master level regardless, so he cannot perform Inheritance.
However, Lea goes to the Mysterious Tower and asks Yen Sid to teach him how to wield a Keyblade.
Hence, either Mickey or Yen Sid performed the Inheritance Ceremony with him and he was gifted a Keyblade through that.

Re:coded is pretty much a sequel to CoM, as well as serving a similar purpose by bridging together KHII and 3D.
It also has connections to BbS, χ[chi], and will likely be brought back up in KHIII.
The game itself is really good, but if you'd rather save time the movie in 2.5 will suffice (it has two new scenes anyway).
