If you buy it from the Japanese PSN store or pirate the iso, it's going to be in Japanese.
But there's a patch out there that translates the game into English and it works for Vita too if you have one of those CFW exploits for Vita or tools to play pirated/modified PSP games (hacked PSP or emulator on PC/Smartphone).

Freedom Unite is adhoc only, so the only way to play multiplayer on your PSP or Vita is through local co-op or if you have an IP tunneling tool like Adhoc Party for PS3 or Hamatchi/Tuungle on PC.
