The most visually impressive game out right now is probably the PC version of AC:U or Ryse. The Order might give those games a run for their money though.
As far as specific visual effects, I think the water in Watch Dogs is very impressive.

Killzone: Shadow Fall.
It isn't on a technically impressive console, but the art team did some astonishingly beautiful things. The use of color in particular is fantastic for a console game.
I can't really find any good images of it on Google Images, though. Most of them are just from the bland war sequences and not the beautiful helicopter flights or urban areas.
Dragon Age Inquisition, fun to play and nice to look at while well optimized

Although alot of people hate it, ff13 and 13-2 both look pretty good as well.
Pikmin 2 looked great on the GC, and I really like Luigi's Mansions artstyle.
Witcher 2 is pretty damn nice as well. Even without the ubersampling it looks fucking nice.

The first game I played once my rig was built was Crysis, and going to playing that at high settings from playing PS2 games at 480p was an experience like no other. My jaw literally dropped during that skydive. Other ones that really impressed me were Witcher 2, both Metros, modded Bethesda games, Antichamber, Just Cause 2, the other Crysis games, Far Cry 2, F.E.A.R, Mirror's Edge and the Tomb Raider reboot. One I played recently that wasn't on PC was Journey, and that was strikingly beautiful.
This shot in particular blew my mind. The ending was beautiful as well.
I thought Okami looked great when it came out, and the HD remake looks awesome too. Everything just looks so good.

Crysis 3 really impressed me visually, the chromatic aberration is annoying as FUCK but aside from that the lighting, shadows, models, animations and especially the water reflections are all fucking perfect, especially when you shoot the water in those darker bits, holy fuck, beautiful, a little too bright but still beautiful.
Evolve has really nice animations, especially when you plow through a tree and leap and shit, also the snow storms that pick up and drop are very natural and look stellar.
Metro has some of the best dark scenes in any game I've ever seen, and really good effects like the fogging gas mask.
It'd put those as my top 3.

Looking up at the rain when you first get to the planet in Metroid Prime remains one of my favorite experiences in gaming to this day. I was blown away by the art direction and music. Another one would probably be the first time I played Half-Life 2 on release and did the water hazard stage. All that water was so cool for its time.

UT2k3 and Far Cry 1 are the last games that I was blown away by. If I had a decent comp when crysis came out I'd probably have had the same reaction. Graphics really seem to have to stagnated since crysis.

Depends on the game. For instance I planned to play MGS GZ at 4k 30fps but the game feels like shit at 30fps since it's a TPS so I didn't do that. Other games feel fine at below 60 though and in those games I opt for graphics.
Last game to truly impress me was Stalker: Clear Sky.
