Yeah, he is an evil person. But he explicitly states that in WW, he's not trying to rule the world, he's not trying to conquer the Great Sea, he's trying to assemble the Triforce and break the cycle that links him to future Links and Zeldas. He came across as tired and sad more than anything.

The Colossi were elements of Dormin's Soul, with Dormin being established as a powerful, but controllable Deity. The Colossi are only not dangerous to the rest of the world because they've been sealed behind magical failsafes and physical constructions like Basaran's arena and Malus' building dress thing. The creators of the Colossi KNEW that the Colossi were going to be incredibly dangerous, hence why they built so many failsafes to keep them from escaping and then sealed off the Forbidden Lands.
The Colossi are not peaceful heavenly beings, they are giant mongoloids that want to kill everyone. There are even clear signs of their previous battles and destruction. Wander isn't a villain, he's a chaotic neutral asshat with a selfish final goal who is most likely being allowed to succeed by Lord Emon and the others so they can seal away Dormin for good.
At the best he's being played for a fool by Emon, and at the worst he's just an idiot.
