The thing that gets me is that Reeve's job in Shin-ra is Urban development.
Now Urban development/planning is essentially your classic SIM city builder. At the lower level they plan the infrastructure and location details of superstores, new office blocks and factories, at the highest level they construct entire cities around the things they need, the roads and transport they require, and the resources required to keep the city flowing.
So Reeve is in charge of urban development, for Shin-ra, in Midgar, a city that is a floating pizza replete with favela-level shanty towns full of sprawling filthy dying peasants underneath, protected from a crushed death by a singular fucking pillar and some clearly inadequate wires.
I am at a loss as to why this guy isn't in fact a major villain. He is clearly directly fucking responsible for most of what you're suffering in the initial game. It's pretty clear he's not even doing much good for the people above in midgar proper, as every fucking building seems to be covered in graffiti and the road system is a spaghetti nightmare pouring from the pockets of a GAME visiting neckbeard, and isn't even fucking FINISHED.
So in short: Reeve is actually a major villain of the story who uses a puppet to trick you into being his friend, for no reason. He is directly responsible for the death of millions. Cait sith in Advent Children is actually a different guy, because immediately after the ending of FF7 Reeve was tried for FUCKING WAR CRIMES.
