From left to right, there's Fiyero, Nicolas, and Brrr. They're a recurring boss group, being fought separately first and then finally all together. They are not a part of the Koopa Troop.
Fiyero is a Mage-like character. Nicolas is a Tank, and Brrr is a Warrior-like character (with elemental attacks).After the last battle with them, if you talk to them again, they'll show their respect for you and join your party. They are 3 of the 10 hidden party members.

OP, are you going to include badges? They were one of my favorite things about the first 2 paper mario games, equipping/removing certain badges to give me an edge during certain boss fights
