I think Dota 2 runs off a modified version of the Alien Swarm version of Source. Alien Swarm came out July 2010, and Dota 2 was first shown in mid 2011, and they probably hadn't been working on it for more than a year. Alien Swarm was just a short proof of concept that Source could handle top down, right click to move sufficiently.

Certain balance things maybe, but things like when hero get released are planned in advanced and will always affect balance, which is why they aren't in cap mode usually on release. Although neither of us work for valve so we don't really know how their dev cycle works. I was just inferring based on my own experience where I've seen docs like that also likely those are also projected patch names as well as dates because ideally valve would want to release as few balance patches as possible, but often times at the pro level shit comes up. Although I wish more games wouldn't patch as much when something becomes OP but rather see if the metagame itself evolves to balance the game.
