The combat system in FF13-2 is exactly the same as the combat system in FF13.
The only major difference is that you're no longer limited in Crystarium growth based on story progression, so the combat probably seems easier since you can outlevel everything instead of actually learning how to play the game.

Yes, lots of them, side areas as well. The game's hub is pretty much just a level select menu and there's tons to do in each area outside of the main story.
