Any game with rain. And that's why Cyberpunk is comfy.
The Settlers series has always been ultra comfy, especially II, III and IV
Bully is probably the most comfy game I've ever played and its because of the music.

Plot isn't needlessly complex/doesn't have too many characters
Pic related, my ideal comfy game. Big, tropical and so much to explore. A vast wonderland of interesting things to do and abandoned islands to explore, that you can do at your own pace or not at all. Only thing that'd make it better is if were portable.

Rain is only comfy when you're indoors. If not it's stressful, which is the opposite of comfy.
I've never played Morrowind, but it will always be one of the comfiest games in the world for me.
When I was a kid, I would sit next to my big brother as he played computer. He was 7 years older than me, so this was some of the only time together we had during his teenage years. Whenever I hear the Morrowind soundtrack, I'm back at the chair next to him, just sitting and watching and being comfy with my brother.
He's too busy with his career now to care about his loser little brother.

The thing that bothers me with most building games is the fact that a lot of them are on flat featureless ground.
I'd love a game of nothing but hills and valleys having to build around natural features.
Also a Cyberpunk City Sim is my dream game. Fuck building on the horizontal plane, I want to go vertical.

Pic related was comfy as hell. Was like a perfect little adventure/fairy tale, loved every second of it and even when the stakes were raised a bit by crumbling things or super-high climbing, it still felt like I was in the middle of a big beautiful storybook. Music was amazing too, and the nonsense language made it more comfy.
The atmosphere and sense of wonderand emotional impact of the ending jesus christmade this one of my favorite games ever, despite flaws it had with graphics strength and a few little issues with clipping

I honestly feel like it's a landmark game. It tells a story in a way that isn't just cutscene-gameplay-cutscene-gameplay. The gameplay is the story, and I don't wanna spoil anything, but at the end they did a clever thing that ended up making a button input feel like a real emotional moment. Like, not what happened after the button input, but the actual pressing of the button.
Maybe it resonated more with me than with other people, but you should check it out, anon. It's cheap and/or easily pirate-able.

- Deus Ex, Hong Kong most notably.
- Arcadia and various other areas in Dreamfall and The Longest Journey.
- Halo: ODST, the noir feel of the city and the music.
- Grim Fandango at various points, mostly the year skips. Esp Rubacava.
- Baldur's Gate 2, when you get out of Irenicus' dungeon at the start and find yourself in Waukeen's Promenade in busy Athkatla.
- Thief II, in the 'life of the party' level. Skipping across the rooftops of a medieval steampunk city.
- Deux Ex: Human Revolution - Entering Adam Jensen's apartment for the first time.
