Not only is the soundtrack in this game extraordinarily good (as is SH3s and SH4s) but the use of sound throughout the game is incredible.
I was replaying the series again recently and when I got to SH2 I was floored by how good the sound design was and I remembered why I used to say this was my favorite in the series. It's frightening, melancholic, it keeps you on your toes, it's fucking perfect the way sound and silence are used and I haven't seen it in any other game since. I had to stop my series playthrough at 3 because I was too disappointed that 3s sound design just wasn't as amazing (though it was still great)

Compared to what? Certainly not compared to Strange Journey, which went all in on mood setting. Not compared to other "atmospheric" soundtracks like Elder Scrolls.
It's not even consistent either. Yea, the music does a good job of setting the mood somewhere like Ueno Station, Blasted Tokyo, or the urban areas. But how does the Tokyo overworld music fit the mood? How do most of the other station tunes fit the mood? It radically switches from disturbing and apocalyptic to upbeat and jumpy. Most people like the Ikebukuro station theme but don't forget you're in an abandoned underground station in a post-apocalyptic demon wasteland. A jumpy, catchy tune hardly fits the theme.
