I imagine he'd be similar to Mac in that he's tiny and have shitty jumping power, but he might have some weight to make up for it. We still haven't seen the entirety of his game but we already know he has a pickaxe, can pluck things from the ground like Peach, can ride around a minecart, and has a couple powerups at his disposal. They could even get fancy and somehow try to implement the weird puzzle elements with rotating blocks or some such. And then there's all the other things Toads have done previously...

So sure Sakurai doesn't really seem to care how the series are actually balanced against each other that much in terms of the amount of characters (SF and Mother had 3 and 2 characters in Brawl respectively), but I'm fairly certain Sakurai has bit of a high threshold when it comes to the inclusion of new series. The series in question has to be a big deal, or at the very least, represent something important for Nintendo (like how ICs were chosen to represent classic action NES games).
Wii Fit, Punch-Out!!, Duck Hunt, Animal Crossing and even Xenoblade I think reach that threshold. They're all notable, iconic, and are developed by a first party division of Nintendo. Stuff like Captain Rainbow, Golden Sun, Wonderful 101, Dillon's Rolling Western...they're all small time second party developed series. They're partially the reason Sakurai came up with assist trophies in the first place.

TBH I am shocked at the dearth of RH content in these games. It's a fairly notable series of games developed by Nintendo SPD (WarioWare and Metroid). I figured even if we didn't get a character from it, we'd get a stage, which still didn't happen.

Unfortunately those people don't realize is that Snake is one of the most iconic gaming characters while Travis is a nobody.
One thing I think Sakurai overall is good at is dealing with third party characters. Understandably, his philosophy is that the character in question has to basically be a gaming legend, and this easily applies to Mega Man, Sonic, and Pac-Man. Everyone complains about Snake being out of place or whatever, but he's still an icon in his own right. Characters like Rayman, Travis, and Bayonetta just can't compare
