In all honesty, what can be done to stop this? People play pranks all the time, including using 911, but it was still just tame enough to work. Now it's kinda fucked because anyone can just call 911 on a streamer with absolutely no consequence.
I think a lot of it has to do with the fucked up proportions of a lot of things today. There really shouldn't be thousands of people watching one person play a video game anyway. It's a sweet spot in scale. If someone tries to SWAT Jay Leno on his show, it's not gonna work. He's too well known, and the authorities are already aware that the show is taking place. However, a streamer has just enough people watching to create an interest in SWATing, but it's not mainstream enough for the authorities to realize it's bullshit.
