The limiting factor for dolphin would probably just be the gpu if you are on a laptop, and that laptops throttle their own power to save batter life. Plugged in, an i7 2.3 ghz should be fine with lower level ps2, gc, and a fair amount of wii games, as long as the gpu was capable, which it probably isn't.

That's because Dolphin only uses 2 cores, even if you had 16 cores it wouldn't change.
More than 2 cores is useful only if you're running other shit while using Doplhin.
Anyway, what I meant is that, unless you're on a laptop, an i7 is not the best CPU for Doplhin, not that you don't need an i7 at all.

Any unlocked highly clocked desktop Haswell processor would be the Best for Dolphin, hence why I run my CPU at a whopping 5GHz because it reduces the occasional lag that I get at certain points and makes it lag less. Not a placebo in case anyone finds it questionable.

Troubleshoot. Try to run the game at native settings and see if it lags. If a game is ran at native settings windowed the GPU is being used the least and you're assessing the CPU mostly.
Always set the Dolphin to a high performance mode in your graphics card panel. I'm pretty sure that 270x is no bottleneck, but I suspect it's the FX6100. You can try OCing but it might not be worth it if you're on a stock cooler.

Its got Async shader generation which means shit doesn't stutter when it loads an effect for the first time, like a falcon punch or something.

Use DX11, turn on MMU and MMU Speedhack, turn off sync thread to gpu, and enable all the special ASYNC SHADER GENERATION SHIT mentioned in the op's post.
