Every character likely had a time limit on design. You can't spend that many extra hours on just 1 non essential character. You have to move on and hope you can find time to work on it later. There are deadline to be met and milestones to meet. You don't risk missing these over 1 minor character.
It's not like Mario or Link weren't working. Ice Climbers are probably pretty low on the character importance list. They aren't newcomers or very popular. No extra time and money was going to be used to get them to work.

And given how poorly Olimar runs on the 3DS version, they likely didn't want to chance breaking anything by changing up the moveset in place.
