The satire was there, it was just a lot more subtle and low-key.
The foot court at the beginning, for example. You've got this guy driving a street cleaner mopping up blood and body parts, and the tannoy system is saying "The food court will be open for service in ten minutes".
Or the guy taking snapshots on his phone after the gangsters chuck those guys from the top floor.

I enjoyed buying case files 1 and reading cover to cover and then buying the next one rince lather repeat until it got to the point where I now have a stack of 19 volumes and most everything missed out in the case files (like America and Batman vs Dredd which, like >>263145423 I kind of hated because I'm not a big capeshit fan, funny how in Dreddverse it's canon though).

I'm glad I did it that way and enjoyed the heck out of following it especially as the story develops in real time so a years worth of 2000ad issues take place across a year of Mega City 1 and there's frequently catastrophic events that create permanent changes to the cityscape, like when the wall was built which is now an iconic part of the cityscape.
Some people find some of the earlier Dredd's too 'cheesy' to enjoy, never had that problem myself.
