I know people hated Pokemon Trainer in Brawl, but who else thinks that was kind of a nice direction to go when it comes to Pokemon reps? No single Pokemon really deserves a slot because of significance except maybe Pikachu, so it all boils down to a popularity contest at that point. The trainer was a good way to represent a specific generation. Sure, it would be a lot of work to do so, but I wouldn't mind them cutting all the Pokemon and just having Red for nostalgia purposes and a more recent-gen trainer as the two Pokemon representatives.

For me I always saw Pokemon representation in Smash as really shoddy. As much as I like the Jiggs, it is definitely a jank piece of the problem.
For me, optimal Pokemon Smash repsentation would be:

Obviously the first one will be problematic the more generations get added to the franchise. Mewtwo may seem like a surplus, but for me I just think he's iconic as the first major Legendary as well as the one of few antagonistic Pokemon that isn't the size of a titan... Plus I just like the guy and think his fighting style in Smash has good potential.

People consider him three because "slots" isn't so much a literal slot as it is the time that goes into creating and balancing an entirely unique character. Yes, he was three "slots" just as Zelda and Sheik were each one. Having one copied move that shuffles between the three does not mean they're suddenly all one character.
It's not about more, but making sure the ones that deserve to get in get in.
Pikachu = face of the franchise to the kids. Automatic.
Jigglypuff = not so popular over here but beloved in Japan. I don't like it but I understand it.
Lucario = was being forced into the game heavily to cross-promote at the time Brawl came out, admittedly is on par with Mewtwo's popularity now. If Mewtwo and Lucario are both in, I'm fine with it. But Lucario doesn't deserve to be in OVER Mewtwo, hence the backlash at him from Brawl.
Charizard = yep, badass factor is there plus the megas. No gripes here.
Greninja...this is the one example of a Pokemon that shouldn't be in. He wasn't even fully conceptualized in his own world - Sakurai was shown concept art, asked if he could be put in, and they just had to hope he became popular later.
Smash should be for established characters who are majorly important to their various franchises. Pikachu is. Mewtwo is. Lucario (unfortunately) is. Jigglypuff (in Japan) is. Charizard is. Greninja shouldn't be.

I should mention that I mean only gen 3 for that. Gen 1 and 2 had pretty bad graphics for their systems. Gen 3 wasn't that great for the gameboy advance but it is a lot better in comparison to it's predecessors.
