Necromancy should only be considered evil if you're binding souls in order to reanimate the dead without their consent. Simply animating corpses isn't evil, though of course if you don't want to be an asshole or break any laws, you should probably get the consent of that body's owner or guardian.
However in D&D's shitty default game world and in forgotten realms, evil and good are actual forces rather than nebulous moral concepts. Pretty fucking stupid, but there you have it.
