Mr. Game and Watch is literally the first Nintendo character. ROB and Duck Hunt are associated with very popular peripherals for the NES, which have an important part in Nintendo history. All of the represented Pokemon are popular from the anime. Roy was promoting a new game for a series that Nintendo wanted to try to get more wide appeal (same reason Shulk's here). Dr. Mario took like a week to put in probably, and is probably back for Kerfuffle due to popular demand (even if you don't like him, other people did).
Ridley has no extenuating reason to be in. He's not that popular outside of Metroid, save for this weird obsession over him for this game. So without an extra reason, you need a strong personality. And he fails that test too. I think Ridley is cool as shit, but I also think he just fits better in the game as a boss, hopefully you'll understand that too.
