It's a children's cartoon in the 90's, they can't be overt about the pairing. But Ivy does spend a lot of time trying to convince Harley that they should hang out a lot more than they do. It's pretty easy to read into that and more subtle clues like glances they give each other and see the two as being something like a lesbian couple (when they're together). Kind of like how people read lesbianism into Thelma and Louise. In any case there was enough of an implication there for it to be implied as a joke in a comic years later.
