That's where you miss the point, the whole reason it's competitive is because you have a limited moveset across your whole team so you have to make strategic decisions over what that Pokémon is going to do during battle.
If you had more available every Pokémon would be too versatile as any Pokémon could do offense, defense and support if their full movepool was available.
