Aru would be alright but Charity maps dick her over. She can't threaten pursuers like most of the cast can, though to her credit she's not as liable to get blown up in one battle (relative to Suguri) thanks to the extra HP buffer. Given that fucking three-quarters of the non-joke characters has some sort of attack bonus, failed dodges really, really hurt.
Her Hyper's at least workable and consistent. When you play it, you know the kind of return you're getting.
In conclusion, Aru needs +0 Attack for maximum yomi.

I was going to write out explanations for why I think all the characters are good or bad, but I quickly ran out of character space on my post. However, I think the main reasons why Aru sucks is just because she dies really easily due to her -1 defense and inability to fight back (unlike Suguri's ability to actually threaten an attacker, and her ability to easily follow kill someone, something Aru can't do at all). Everybody knows how to counter Aru's hyper, so people will usually just decide against placing weak traps or whatnot in the case that Aru is any threat. And, like you said, certain maps screw her. That's also the reason why I didn't put Fernet in top tier, because she sucks on maps which have lots of encounters or random damage (air strike), as well as against decks with lots of attack bonus cards, or characters such as Yuki.

I actually like the +3 evade idea. I think that would make her actually viable, without actually making her overpowered. It'd definitely push her up in the tiers list, out from being practically a joke character. When my friends are playing joke characters like chicken and seagull, we usually also play Hime and Aru. They're just clearly worse than all the other "main" characters in the game.

Everyone's hyper but Sora's is like that, though. She's not any more luck-based than most characters. That's part of the reason why I put Sora in top tier, and Suguri only in high. The whole game is heavily based on luck, so it should be no surprise to you that any character can seem like they suck with shit rolls. However, I think that on average, each character generally fits my tier list.

Yuki's and Fernet's hypers aren't particularly useful, regardless of how lucky you are. There's an upside to this though, you can run gift exchange without needing to worry.
