I like to think this game takes place in a capialist dystopia.

It was fairly kosher back in the day for kids to work in places and even lose limbs in machinery. Freddy's low safety for its employees and guests would be fairly standard. What if labor laws never passed or were substantially weaker?

The police probably are all too eager to disperse demonstrations for food, so you literally have to work or starve; the government probably embraces a doctrine of "you must work to eat" as well, so the general public is unsympathetic. Heck, one might think a place like Freddy's is actually one way the government is keeping the pool of unemployed in control. So... death by hunger or death by being crammed in a suit. Fantastic.
3a. This could actually very well be convict labor, also explaining the low wages. People who happen to be a little outspoken against the regime are sentenced to work here for a week or two... and more often than not they "disappear."

If you know how long legal procedures take... I wouldn't be surprised if that "end of year" closure probably won't be effective for a while. If ever. Especially if Freddy's doubles as a population "safety valve." Nice place to sentence your political opponents to, no? Talk of closure could very well be bread and circuses; the best dystopia tends to be good at attempting to look like it cares about its people. Bureaucrats are probably made to take as long as possible in the closure specifically because this place would be so useful as a means to dispose of opponents and undesirables.
