I played Killing Floor, TF2, Garry's Mod and all the Half Life games on a desktop computer from 2001 with an intel Pentium, half a gig of RAM and a mid 90s era low end graphics card.

Mine is about 5 years old now, I tried running Fallout: NV and could get just under 20 frames using just about any performance mod I could find and with file editing. I have got a DS emulator running, but need to download some more roms for it.

There are many performance mods for Skyrim, so you basically could play Skyrim if you almost can play Fallout NV.
There is even a mod which makes it basically look like an N64 game. Ask /tesg/ if you are interested. They should know where to find it.
