When developing they connected their PCs with cables to devkits to test it.
Games actually made good use of the target hardware back then, specially when many times consoles where much cheaper than equivalent PC hardware.
But when you have games that run on PCs, probably even with better performance, but you release them as "exclusives" for an inferior system, this is why people should be enraged.
I don't even understand why people don't just boycott Microsoft consoles after this, it is plain lies and greedyness. There is actually no need for an XBox One, since is nothing more than a PC inside a pretty case plus some controllers.
Any game made for XBone (and possibly PS4) can ran on PC, I'm pretty sure that most of them have PC versions already, used during development, but of course, they stay locked with devs.
This just in. The Xbone and PS4 are literally just PCs running on a different OS.
