It's not a weak story. It's a noir / hardboiled story about a cop (rather than the usual detective) who lost everything and wants revenge. Every surrealistic segment of the game is just to show how fucked up Max became after what happened, and the fact that it's so over-the-top is just in line with the genre. It's not a masterpiece, by any means, but it does exactly what it sets out to do, and delivers a great narrative.

You can roll you know, if you roll it's impossible to be hit during the roll. Everyone always forgets about rolling, in truth shootdodging is incredibly shit because the time it takes you to get from ground to standing is when you're killed
The most annoying thing is shooting someone with a pistol and they pop shots at you like you said. It's not too hard of a game to git gud at though, just roll roll roll and you can breeze through the game on the hardest difficulty. Oh, and different weapons do better damage. There's no point in shooting a shotgun at one of the special forces because their armor will take the flak, unless it's a perfect headshot, so just mow them all down with the M4 since it's more reliable than the shottyAutistic speedrunner reporting
