These games are developed using PC tools. They don't actually develop the game engine to run on a PC unless they plan on releasing a PC version.
Code for consoles is compiled using specific interpreters that don't spit out binaries that work on your typical PC operating system. Optimizations also occur specifically for the platform so even if they just took their code and ran it through a PC compiler, it would run like total shit without massive amounts of optimization rework.
This is even the case with the XBone. That's the reason they have the damn hypervisor to run native Win8 apps to begin with; because the core OS for running the games uses a completely different compiler that is incompatible with even Windows.
Oh. Well I no longer have a reason to buy a PS4. It's a good day.

Dude, both PS4 and XBone are basically really weak PCs. All games for them are developed ON PCs. Porting their games on PC requires almost no extra work compared to something like PS3, which has a dramatically different architecture.
