Tomb Raider apparently undersold. It doesn't matter if it sold like 4 million copies, success is relative to budget. If Microsoft is funding this thing, then lost sales is no skin off the developer's teeth. The publisher is taking the hit on this thing, and Microsoft has demonstrated long ago that they're willing to make losses in order to establish a presence in the video game market. This is the way the whole exclusivity game is played. Microsoft is most definitely not in the lead, and they're not going to take a loss lying down. There are probably people in that division who are very scared of what Microsoft wants to do with it, and they need to do everything they can to get back into the console race.
Who knows, this might be another situation like Bayonetta 2 where they just couldn't find the funding for it until they agreed to exclusivity and it wouldn't have existed otherwise. People are so caught up in the Tomb Raider reboot's "success" in the shallowest of ways, without realizing that Squeenix weren't really given the incentive to further support it. If it fell below their expectations, it fell below their expectations.

PC and console are on completely different planes at this point. Consoles exist for the AAA games and mass market.
PC has different varieties and has more options with hardware.

Having more big games isn't a bad thing, assuming things aren't too crowded already. Microsoft has an incentive to take a game away from Sony and Squenix knows they're going to lose sales to Uncharted anyway, so they can make up some of that money through an exclusivity contract with MS and release the 1080p edition on PS4 a few months later.

I just built my gaming PC and am playing Tomb Raider as one of the three free games that I got with my video card.
It's actually pretty fun. I wouldn't put it above Uncharted 2, but it's miles better than the poorly-strung-together mess where you can survive a grenade to the face that was Uncharted 3.
Also, I hate third wave feminists as much as anybody (I don't believe that anyone who's intelligent and after gender equality will throw themselves under the banner of a movement that's named after one of the two genders; you can't gain gender equality by gearing your efforts towards the perspective of a certain type of woman over everyone else), but I haven't gotten that vibe from it at all.
