No it doesn't. When a game requires a specific button press from you in a specific timeframe, it's a QTE.
In other games, for example, you can parry at any time in any direction and this has it's consequences - you often cannot attack while defending. The flow of the game also dictates your choice of reaction, but in MGR there is no choice - you see a red flash, you parry and even the other reaction - running away - has no different upsides or downsides to it.
Blade Mode in boss fights is the same thing. The game requires a button press at the exact moment and nothing you do in blade mode actually matters, you just hack away.

it's a defensive game built around the parry mechanic, something that a lot of people fucking suck at, hence why it gives you the option to make it automatic. Fucking up a parry has dire consequences, especially in certain boss fights. Given that all attacks are telegraphed with the red flash I really don't see the problem.
QTEs are "press x to not die" sequences that happen in scripted sequences, not an actual gameplay mechanic that happens organically.
By your logic, the seesaw physics puzzles in half life 2 are QTEs as well, since there's no option but to complete them, and the game requires you to complete and action based on a visual cue.

There are probably a lot of games that vaguely fit this theme, but you reminded me how hype the end of Metal Arms: Glitch In the System was. Youposses the 100 foot tall final boss after a big game of cat and mouse, use his abilities to decimate his army and destroy the space station he is on. After he crashes down to the planet he is finally weak enough for you to take him one on one.That game had some other really cool moments too.

Yeah, I normally suck at spy, but one day I somehow clicked into the groove and managed to turn around the tide of a match.
I'd joined where the other team was in the process of capturing my team's last point when I helped clear out and stop them capturing, and ended using several classes as was needed through the match, but the most fun was using cloak and dagger, going way behind their lines, then fucking with their incredibly well placed sentry nest, stabbing, etc. and making them so damn paranoid they were goddamn constantly spychecking everywhere, such that it gave my teammates the opening they needed for a push.
Was the best match of TF2 I ever played.
