It's only pay2win if you can grind up to +10 sword but you can pay 99 cents to upgrade to +11 sword and have no other way of obtaining +11 sword. Paying player has inherent advantage over non-paying player that the non-paying player can't make up for if they're both at equal skill level and game time.

Since SMTIV. Some demons are DLC exclusive, and there are also some DLC quests where you get experience giving items and another where you get items that you can sell for a lot of money.
