Nintendo will defiantly make Majoras Mask 3D. They are just waiting for Hyrule Warriors to release, then they will do a direct to announce it. Remember Nintendo does announce games through directs now, they don't blow their whole load like M$/SNY at E3.
As for SEGA it's fair to say they tried. Sonic Unleashed was almost SA3, you can see from the adventure hub elements in the game. I think the japanese title was Sonic Adventure World or something. Sonic 06 was also close to being SA3, of course SEGA figured just Sonic was better for it's anniversary.
At this point they wont make Sonic Adventure 3 because they just couldn't do it justice. They don't have any talent from SA1 and 2 anymore, and clearly Sonics gameplay has changed.

By this I mean the original customers who bought SA2 have probably lost interest in Sonic. Despite this there are massive amounts of newer sonic fans that will buy anything sonic related.
A good example would be Street Fighter III: 3rd Strike. Despite the game being playable on GGPO, so many people were vocal about wanting an HD port. Capcom finally gave in and released it.

I played MM when it came out, I was 10 at the time. I didn't beat it, just got past the first temple. But I did love the game. I think I just sorta moved on to other things.
Went back to it when I was around 18 and loved every second of it. The zones were great, the side quests were fun. I genuinly enjoyed it more than OoT. The only thing OoT had it beat on was number of dungeons. The quality of the dungeons was better in MM, as was the general quality of the world itself.

Sonic Adventure 1 wasn't good though. Sonic's stages were all terrible and everything about his gameplay was broken as fuck, Tails had the worst gameplay, somehow outclassing Big's sit there and hope your line doesn't break, Knuckles stages were meh, Gamma's whole gameplay was a slog, Amyis actually really fun and easily the best part of the game, the hub world is complete shit, the bosses are ok, and there are two long as hell autoscrollers so you can make sure to get a couple more naps in.
The 2nd game trimmed down the shit, but still had the technical flaws of the first. The first game was just all around awful, and I can't imagine anyone playing it for the first time today would enjoy it.

I'll stick by Amy's stages being the best in the first game. It was kinda the logical extension of a stealth game in plain sight. It was pretty enjoyable and tense to solve puzzles and platform while being chased.
Everything else in the series other than the Sonic/Shadow levels really seemed to drag.
