Unless you have a Japanese PS2 don't buy PS2 games. The ps2 is region locked. Look for Sega saturn games and then either buy the memory card or do the swap trick. Also you can buy Sega Saturns fairly cheap there.

Super Potato: It's an amazing as fuck back ally store that has all of the greatest shit you could ever find and has an arcade on the top floor. It's right near the Hirosei Entertainment Yard (HEY) arcade down one of the side streets so it's really tucked away. If he's going down the side street and he passes Hirosei Entertainment Yard he went too far.
TRADER 1,2,3: The trader carry a variety of everything from old games to new games. TRADER 1 will have your oldest games, TRADER 2 will have your PS2 era games and TRADER 3 will have the newest games. Also If he was going to buy hentai all three of them have a melonbooks in them in the basement. I think they also just opened up a TRADER 4 but I'm not sure so that might be worth checking out as well.
The last place he should check out is AKIHABARA GAMERS: It's a smaller store along the main strip but that's the place that had the cheapest copies of Tales of Phantasia and Star Ocean for the SNES.
If he wants to check out Arcades tell him to check out Hirosei Entertainment Yard. The first floor is nothing but the second floor is Rhythm games and Bullet Hells and the third floor is almost every fighting game you can think of. It's also the place that I met Daigo the first time and apparently Tokido goes through there on occasion as well.

Get a PS3 if you don't have one yet (Beware the 3DS has region locked games) or a Vita if you like moe games.
I'm going to assume you know japanese:
You could get a Super Robot Taisen game or Sentimental Prelude if you're a huge waifufag.
If you have or are planning on getting a PS3 or a Vita, ask your friend to look for a normal game shop and take pictures of their respective sections. You'll find more interesting and japan only games than the ones on display on these pictures.
Or if you're interested in retro gaming, ask him to visit a specialized retro shop. Don't forget you could also purchase arcade goodies such as japan only PCB shooters or something from NEO GEO.

Retro gaming is full of them, and could mean a nice pool of games if you know japanese:
PC Engine games (anime games)

Or if you can get them delivered without hassle, maybe Alice Soft games and other eroge.
If i were in your shoes i'd research the shit out of the internet to make the best possible use of this opportunity (even looking games by japanese developer and publisher on wikipedia), but then again, my taste is not your taste so you should do it yourself and see what you find amusing.
