Sort of, but Emperor: Rise of the Middle Kingdom is much comfier. It's the pinnacle of 2D city-building. With aesthetic improvements (trees, statuary, plazas) you can make a genuinely beautiful city.
The music is very pleasant, too.
The only downside to the game is the perpetual reminder that we will never see a 2D game with enormously bigger populations and finely detailed 2D art. (No, developers, I don't really want 3D that much. Just let me build a 50K Chinese city in 2D.)

Not a town, but I thought several of the areas in Black Mesa were super comfy. Like that area where you kill the vorts in the office complex, with all of those partitions. After the vorts were killed, I made a "server room" out of all of the computers found lying around in the nearby areas, decked out the small room the scientist was hiding in and refused to leave with some plants, books, and similar things, and put together a few other scenarios with various objects. It's weird, on one hand it's comfy and on the other it's very tense and hostile because you know all of the scientists are dying trying to defend themselves from the aliens. It's a unique mix.
