All funimation dub work of DBZ material has been fine since the frieza arc. Obviously the ocean dub was tremendously bad, and it took a while for the in house VAs to get their voices alright, but from the android saga onward (including all material made after the fact), the quality of the voice work has been fine. Arguably better than the originals, in some cases.

Xillia's dub was much worse than Graces, IMOand I liked Asbel's voice. I will agree that Tales dubs have been getting worse since Vesperia but Symphonia 1 remains my all-time favorite, even if Vesperia is a very close second. Let's not talk about that piece of trash sequel though. What a piece of absolute dog shit.
Doubt MS paid though, Tales has always used non-union performers since Vesperia and the director (both on the VO and the Namco US side) was the same. My personal theory is that the old Tales localization director, Peter Garza, played a big part in the quality of the dubs through Legendia through Vesperia because he had a background in theatre and was there in the studio with the actors and the voice director. He left after Vesperia.

The english dub of DBZ up through the ginyu saga (the ocean dub) was intolerably bad. Censorship out the ass (including the cut of like, 20 episodes worth of content from the first 75), terrible voices, script changes that made the plot make no sense just to avoid explicitly saying that anyone died, terrible soundtrack, basically the worst dub of any anime ever.
Once Funi took over it immediately greatly improved. It still wasn't very good early on, it took a few dozen episodes for the VA to really get their voices in, and early Faulconer team music was both unfitting and overly utilized, but script changes were largely eliminated beyond what was necessary for comprehension, and they stopped with the censorship. By the android saga, it was probably as good as a dub could be (which is to say, some people won't like it, but only because of qualities inherent in a dub). With the sole exception being that they never really got over playing music a little too much. Ultimately this problem would be somewhat "corrected" as the in house composers became more skilled and more prolific, giving them a larger and better selection of tracks to play too much of. (Compare buu saga Faulconer team music to that of namek, unquestionably better "objectively" and better fitting)

The most undeniable part of the dub's atrocity for me(pre Kai) has to be the moment Goku spares Vegeta's life out of mercy, painting him in holy jesus light. They not only missed the mark so badly but they also dumped him into a character trope he's probably most well known for in the US to this day, despite the better dub being out.
That is not Goku. Goku let Vegeta go to satisfy NOBODY but himself, so that someday he could actually fight somebody who could take it and not be alone with his freakish strength and he fucking sacrificed the entire world, even his own wife and child to some extent, for that wish. THAT is Goku.

The first thing is true though, if only because the english OST offers actual variety. From what I've seen of the Jap OST it uses the same few songs for everything. How do you not get sick of it? A scene isn't nearly as amaxing when you hear Generc_BGM#2.mp3 for the 27th time in the series. The English OST aimed to give every moment its own little tune; it sticks with you better that way.

I didn't say the faulconer stuff was universally bad or worse than the original soundtrack, I said that funimation abused it. They played it, loud and constantly, and in a couple of egregious instances in the cell saga played MULTIPLE TRACKS AT THE SAME TIME.
That being said, the Ocean stuff was really bad and early faulconer stuff was poor. The dub soundtrack did end up being alright, and by the buu saga was definitely at least "pretty good", in some ways better than the original. But it took half the franchise to get to that point.
