Sakurai wants more playable female characters. It's why the Female Wii Fit Trainer is the default, and why they bothered to model and voice the female version of Robin, which already existed.

Charizard got a moveset update and is by himself instead of with Pokemon Trainer, but the site still treats him as a veteran. Lucina is presented by the site as a veteran besides the Newcomer label on her individual page, which makes sense since Lucina as a character has never been playable.
I don't think she'll be an alt like Wireframe Mac or anything, but she's going to be at least 85% Marth, gameplay-wise. Definitely separate on the Character Select screen.
