It does seem to work this way. Dark side of the force is all but eliminated and the most powerful Sith Lord ever is born- Darth Sidious. The Force is self-balancing by any means necessary. It's a true neutral force and Kreia hated its determinism.

But that's the complete opposite of the point she was trying to make. The Light and Dark sides of the force clash endlessly and the galaxy as a while suffers because of it.
Whenever one side starts to lose the force fixes the balance so that the fight can continue.
Force users don't fight because of a difference in ideology or interests. They fight because the force GUIDES them to do so. Even force users who try to avoid it and stay neutral eventually fall to one extremity or the other if let the force guide them.

People fight in the real world all the time, and they would in Star Wars too, even without the force. It's the nature of sentient beings to hold beliefs and then fight others who hold conflicting beliefs.
Peace vs. Passion is a fight so ingrained in the consciousness of the people in the Star Wars that they would still fight over it even if the force was gone.
