The excuse is that the team is divided in multiple groups and the common scenario is that nearing release the level design or the art design group would be done with their shit first, so they use the dead time to devevolp additional content to be finalized later in those 1-2 weeks that go between the golden master and the actual release, due to physical distribution and beta testing.
That is of course bullshit because that "dead time" isn't really a thing because they'd be reallocated to other ongoing projects.
DAY 1 DLC is just a way to increase the average price of videogames without actually increasing it.
