My favorite villain is probably Claudia Wolf.
She is in a different tier entirely, where she doesn't even know shes a villain, and if you look at it with her world view, she is actually the "good guy" of Silent Hill 3, as she is literally doing God's work.
If we rule out the fact that God is infact a ball of emotions that has turned sour, we can say that her mission of bringing God into the world, and ridding the earth of evil, pain, and corruption is hard to find fault in, and her methods are actually fairly saintly, the only outright reprehensible thing she does in murder Heather's father. But he, in her eyes, is an agent of evil, so it is hard to argue IF we have the same world-view as her.
If we look at it KNOWING she is bringing an evil abortion God into the world, she is still high tier, because her motivation for becoming who she is was Cheryl, her adoptive sister, dying in trying to do the same thing. Not really revolting, but trying to correct the mistakes of the past.

No, you can't just boil down villains into a tier list like that. It's just as interesting reflecting on Ozymandias' ideologies as it is witnessing Joker's mysterious insanity or Ganondorf's pure evil.
Villains need to be defined by the struggle between them and the hero. That's it. How does the hero react to the villain's actions, how does the villain respond. Are they entertaining characters or not. Do they do their jobs properly? If the character is pure evil, do you actually feel like they're pure evil, or is the writer just going "mwahaha i kill puppies for fun!"
