Doesn't matter. Sega is the one who gave them permission to localize a spin off while not letting anyone touch the main Shining games. It's a dick move on Sega's part because they know it will fail badly and they will make money regardless on just the license fee to localize their game.

Shining FORCE refers to the SRPGs (there were also some dungeon crawlers like Shining in the Darkness).
