1) Cell phone jammers block calls indiscriminately. You may prevent someone for calling for an ambulance, or to report that someone broke into their house, or to report a fire.
2) Cell phone jammers bought by consumers are cheaply made and essentially work by spamming a shitload of noise all over the frequencies used by cellular networks. It's the equivalent of a child screaming. You don't just get interference on the cell phone frequencies, but also on neighboring frequencies not for cell phone use but more serious shit.
