the way i see it, the pokemon series is aimed at childrens with the anime, the pokemons and the simple game mechanics. but the pokegirls are made to pander to a much older demographic. so when the kids grow up they can also get attached to the new designs.
think about it this way
>pokemon comes out
>kids play it for the pokemons, the story, the anime or whatever other reason
>teenagers or younger adults play it since its fairly popular and the pokegirls are nice
>some time passes along with some generations of pokemon
>the kids turn into teenagers and the teenagers into younger adults, the younger adults turn into proper adults and most of them move on
>a new game is made. aimed towards a new generation of kids, the new teenagers play the new games since they grew up with the series, the pokegirls design are a plus, the new younger adults play for the same reason (nostalgia + pokegirls) and the older adults that might have kids eventually buy the games to their kids.
