How do we improve Brujah and Toreador gameplay?
Compared to the other clans, these two have no unique abilities of their own and are pretty much the generic guys of the Camarilla

It's all about how you roleplay with them. If you read the lore behind both of these clans it will tremendously help you understand what these clans are about and what they can do, which in turn helps you get into character every time you play them. They don't have to have unique disciplines to be interesting.

All signs point to you needing to play it again. If you dropped it very early, you didn't really get to experience the better parts. There's also a strong correlation between liking Deus Ex (original) and VTMB so I'd say you should certainly try it again.

For me Vampire games run at the intersection of four styles:
- The mundane, small; inconsequential and generally emotionally charged (rarest and toughest to get, but oh so satisfying when you do).
- The pure serial melodrama (takes a bit of time to set up, but then it's an always in motion engine if you know how to push it, just watch your usual soap opera, will get you started on the structure).
- The gonzo super-hero of the the night shenanigans (you don't want too much of this but I do think it plays a huge role in blowing pressure off the other three - it's empowering, it's silly and fun and doesn't take itself seriously. It makes the rest bearable and actually enhances it by contrast).
- The investigative horror about the otherworldly and the unknown (in which what you don't say is probably more important than you do; it lies on having enough space to make an echo chamber big enough that the assumptions of the players can partially fill it - so a decently defined background with a lot of incertitude helps).
The basic thing to get I'd say is framing.

Personally, I take a few sessions at the start to work the player characters, know their background, their secondary characters (in my opinion the human secondary characters are probably more important than the other Vampires on that front, but may just be me), and intertwine it all.
Why are the PC working together; who are the people that support them ? Who are the people that depend on them ? Who are they indebted to ? Where do they live and how is the neighborhood ? How and where do they feed ? How accustomed are they to being a vampire ? Who do they know ? What does it mean to them ? Let the first session just be about that; let the actions of your players define their characters.
Then start manipulating things, add small events and subplots that moves those things around - soap opera style. How come that PC's mother, after that long joblessness slump has just been offered a great job in a company owned by that fucking Ventrue you insulted during the first session ? What is that statue you found in your haven, and who put it there ? Who's the bastard killing people in your neighborhood making your feeding hell ?

Quite quickly, the PCs are going to get tangled in a web of their own making. Small debts and daily common hatreds and the pressures to live with one another.
That's when you can send the heavy hitters. The Sabbat Attack. The disappearance of the prince and the ensuing chaos. The quest for that one mcguffin that leads to weird places they wouldn't have noticed though they were so close.
Give those big events room to breath, but don't forget to keep tab on the little things, and once in a while use one of the smaller subplots defined at the start to change the mood so that it does not turn into a one-note session.
Repeat the cycle until you and your players think it's ok to leave it at that - that you've reached a satisfying point and it's time to try other characters or games.

Therese plays politics in a city, that is void of Vampires. She is an Anarch baron that fancies herself switching to the Camarilla and become prince instead. The thing is, I don't think Nines will care about Santa Monica that much or even know initially who Therese Voerman is. Even the Cathayan implied as much, calling you the most competent kindred of SM and if not for you, the entire hub would be overrun by Kuei-Jin.
Jeanette on the other hand obviously plays you by the finger, evident by instantly switching mood from begging to business, when you don't give her what she wants. Also she gives you 3/5, one above Bertram, the fucking nerve!
And in the end, it really doesn't matter what happens to them. It doesn't affect any endings and telling their secret to Bertram, Becket and Jack will be met with either indifference or "yee I knew it".
